    Access to Elementary Education in India

    This analytical review aims to explore trends in educational access and to delineate different groups which are vulnerable to exclusion from educational opportunities at the elementary stage. This review has drawn references from a series of analytical papers developed on different themes, including regional disparity in education, social equity and gender equity in education, the problem of drop out, education of the children of migrants, inequity in educational opportunities, health and nutrition, and governance of education, among others. The first and second sections of the paper present a brief review of the state of elementary education in India with particular focus on regional disparities and social inequities in provision. The third section delineates different zones of exclusion, highlighting the nature and magnitude of the problems of access, transition and equity. The fourth section captures the profiles of the varying groups of children and addresses the questions: ‘who is excluded from schooling?’ and ‘why are they excluded?’. In the final section, the paper makes an effort to identify gaps in our understanding which point to the need for further research and also identifies strategies that have had some success in addressing issues of access to elementary education in India

    Changing Framework of Local Governance and Community Participation in Elementary Education in India

    In recent years, strengthening and better functioning of local governance have become prime concerns of educational reform agenda. Establishment of effective local governance has been part of overall changes in educational governance for several years in many countries including India. It is now widely recognized that effective local governance considerably impacts on access to education as well as the enrolment, retention and learning experiences of children in school. It is in this context, that this paper provides an overview of the changing framework of governance of elementary education and community participation in India with a special focus on its role in improving the participation of children. An attempt has also been made to examine the extent to which grassroots level functionaries and local bodies like panchayat and VEC are able to get involved in decision making processes and different approaches that have been taken by different states in regards to local governance of education. Drawing references from recent efforts made by different states, the paper has tried to establish a link between effectiveness of local governance and issues regarding access, equity and quality of school education. While discussing the changing framework of local governance, the paper critically examines the guiding principles of governance reform from two perspectives. ‘Top-down’ and ‘bottom-up’ approaches are discussed, in terms of ensuring the effectiveness of the system and empowering people for active participation in decentralized decision making process

    Effect of silica colloids on the rheology of viscoelastic gels formed by the surfactant cetyl trimethylammonium tosylate

    The effects of the addition of sub-micrometer sized colloidal silica spheres on the linear and nonlinear rheology of semi-dilute solutions of a viscoelastic gel are studied. For a 1.4 wt.% solution of the surfactant CTAT, a peak in the zero shear rate viscosity η\eta_{\circ} is observed at approximately equal weight percents of silica and CTAT. This peak shifts to lower silica concentrations on increasing either the CTAT concentration or the surface charge on silica and disappears when the CTAT concentration is increased to 2.6wt%. The increases in η\eta_{\circ} and the high frequency plateau modulus G_{\circ} on the introduction of SiO2_{2} are explained by considering the increasingly entangled wormlike micelles that are formed due to the enhanced screening of the electrostatic interactions. The observed decrease in the values of G_{\circ} and η\eta_{\circ} at higher concentrations of silica particles is explained in terms of the formation of surfactant bilayers due to the adsorption of the positively charged cetyl trimethylammonium to the negatively charged silica.Comment: 28 pages, includes 8 eps and 2 png figures; accepted for publication in Jl.     Displaced Higgs production in type III seesaw

    We point out that the type III seesaw mechanism introducing fermion triplets predicts peculiar Higgs boson signatures of displaced vertices with two b jets and one or two charged particles which can be cleanly identified. In a supersymmetric theory, the scalar partner of the fermion triplet contains a neutral dark matter candidate which is almost degenerate with its charged components. A Higgs boson can be produced together with such a dark matter triplet in the cascade decay chain of a strongly produced squark or gluino. When the next lightest supersymmetric particle (NLSP) is bino/wino-like, there appears a Higgs boson associated with two charged tracks of a charged lepton and a heavy charged scalar at a displacement larger than about 1 mm. The corresponding production cross-section is about 0.5 fb for the squark/gluino mass of 1 TeV. In the case of the stau NLSP, it decays mainly to a Higgs boson and a heavy charged scalar whose decay length is larger than 0.1 mm for the stau NLSP mixing with the left-handed stau smaller than 0.3. As this process can have a large cascade production 2\sim 2 pb for the squark/gluino mass 1\sim 1 TeV, one may be able to probe it at the early stage of the LHC experiment.Comment: 10 pages, 5 figure

    We have accumulated multiwavelength (X-ray, optical, radio) lightcurves for the eight black hole X-ray binaries which have been observed to enter a supposed `soft X-ray transient' outburst, but remained in the low/hard state throughout the outburst. Comparison of the lightcurve morphologies, spectral behaviour, properties of the quasi-periodic oscillations and the radio jet provides the first study of such objects as a sub-class of X-ray transients. However rather than assuming that these hard state X-ray transients are different from the `canonical' soft X-ray transient, we prefer to consider the possibility that new analysis of both soft and hard state X-ray transients in a spectral context will provide a model capable of explaining the outburst mechanisms of (almost) all black hole X-ray binaries.Comment: Accepted for publication in New Astronom

    Fuzzy clustering of univariate and multivariate time series by genetic multiobjective optimization

    Given a set of time series, it is of interest to discover subsets that share similar properties. For instance, this may be useful for identifying and estimating a single model that may fit conveniently several time series, instead of performing the usual identification and estimation steps for each one. On the other hand time series in the same cluster are related with respect to the measures assumed for cluster analysis and are suitable for building multivariate time series models. Though many approaches to clustering time series exist, in this view the most effective method seems to have to rely on choosing some features relevant for the problem at hand and seeking for clusters according to their measurements, for instance the autoregressive coe±cients, spectral measures or the eigenvectors of the covariance matrix. Some new indexes based on goodnessof-fit criteria will be proposed in this paper for fuzzy clustering of multivariate time series. A general purpose fuzzy clustering algorithm may be used to estimate the proper cluster structure according to some internal criteria of cluster validity. Such indexes are known to measure actually definite often conflicting cluster properties, compactness or connectedness, for instance, or distribution, orientation, size and shape. It is argued that the multiobjective optimization supported by genetic algorithms is a most effective choice in such a di±cult context. In this paper we use the Xie-Beni index and the C-means functional as objective functions to evaluate the cluster validity in a multiobjective optimization framework. The concept of Pareto optimality in multiobjective genetic algorithms is used to evolve a set of potential solutions towards a set of optimal non-dominated solutions. Genetic algorithms are well suited for implementing di±cult optimization problems where objective functions do not usually have good mathematical properties such as continuity, differentiability or convexity. In addition the genetic algorithms, as population based methods, may yield a complete Pareto front at each step of the iterative evolutionary procedure.
